There is one open question in Celebrity's wording. The Concierge page lists "complimentary room service (delivery fee waived)" with a footnote that a 20% gratuity "may apply," and it does not say what the 20% would be calculated on once the fee is gone. Cruise Gear describes the gratuity as applying to paid items and delivery charges. On a food-only order, with the food unpriced and the fee waived, there is very little left for 20% to land on. The saving is per cabin, not per person, because the fee is per order. For a couple placing one order a night, that is $9.95 a night off the cabin, or about $4.98 per person per night.

Count only the orders you would actually have placed and paid for. A continental breakfast order was already free in every stateroom, so a habit of breakfast in bed adds nothing to this table unless it runs to eggs from the full menu.

Who gets nothing from the swap

Start from the saving instead of the fare. One late meal a night covers $69.65 to $83.58 of whatever Concierge costs over a Veranda for 7 nights. Say the gap is a hypothetical $400 and two couples are looking at it. The one that orders every night is really paying $316.42 to $330.35 for the lunch, the concierge, the wine and the location. The other are Zenith members who already had free room service, so they pay the full $400 for the same list. Both still owe the higher Concierge gratuity on top.

Whichever couple you are, the net figure is what belongs in the cabin upgrade analyzer, which scores a price gap against your itinerary and nights. I used the same subtraction for Royal Caribbean's suite perks, where the perks are bigger and the tiers matter more.

The bottom line

The swap trades a perk with no cash value for one with a published price, worth $69.65 to $83.58 a week per cabin at one order a day. Who you are decides whether you see any of it. A Zenith member gets nothing new, and neither does a couple whose room service habit is the free continental breakfast. A late-night orderer gets the whole amount, and that is the guest this change quietly favors.
